THE POSITION: The City of Big Bear Lake is seeking a motivated and community-focused Neighborhood Preservation Officer I to help preserve the safety, character, and quality of life for our residents, businesses, and visitors. Responsibilities include, but are not limited to, enforcing the City’s vacation rental program, including site inspections; coordinating with property owners to take corrective action; verifying parcel address and other information necessary to conduct investigation and enforcement actions; ensuring compliance with all applicable municipal codes and regulations; preparing investigative reports in preparation for citations for non-compliance; receiving and responding to complaints; determining the existence and type of code violations; and evaluating findings from inspections and investigations. The Neighborhood Preservation Officer position maintains accurate case records, documentation, and photographs in the City’s database; gathers evidence and prepares cases for court proceedings or appeal hearings; and represents the City as required. Additional duties include enforcing parking regulations related to snow removal; interpreting, applying, and explaining municipal codes, zoning ordinances, building codes, vehicle codes, and health and safety regulations; and guiding property owners through compliance processes and permitting requirements. This position requires the ability to work independently, make sound decisions within established guidelines, and build positive working relationships with community organizations, state and local agencies, City staff, business owners, residents, and visitors. A successful candidate in this position will be required to work nights, weekends and holidays, respond to after-hours emergency callouts and perform routine standby duties.
THE IDEAL CANDIDATE: The ideal candidate is a professional, community-oriented individual with a strong commitment to public service. Additionally, this candidate will have current knowledge of the principles, practices and methods used in the municipal enforcement of a variety of codes, laws, regulations, ordinances, and the ability to multi-task and be responsive to time-sensitive matters. The ideal candidate demonstrates strong communication, customer service and conflict-resolution skills, and the ability to work independently while effectively interacting with property owners, residents, business owners, and visitors in a respectful and professional manner.
QUALIFICATIONS:
(The following are the minimal qualifications necessary for entry into the classification.)
Education/Experience: High school diploma or equivalent is required. Two years of relevant experience that includes significant public contact and the performance of code compliance activities; such as, the enforcement of public laws or regulations and conducting complaint investigations. Experience in the Public Sector is highly desired.
License/Certificate: Possession of a valid Class C California driver’s license with a satisfactory driving record. Ability to obtain P.C. 832 certification within six months of employment.

Retirement: The City is a member of the San Bernardino County Employees’ Retirement Association (SBCERA) which is reciprocal with Cal PERS. The City’s retirement formula is 2% @ 55 with prior qualifying public service or effective January 1, 2013 the formula is 2.5% @ 67 for new participants.
Salary/Compensation: $35.60 - $43.27 per hour
