The Business Services Chief is a senior leadership opportunity for a strategic thinker who thrives at the intersection of finance, policy, and people. You’ll guide the agency’s financial operations, procurement, HR and commercial functions, navigate complex funding streams, and help leaders across the organization make sound, compliant decisions.
You’ll work closely with ND Office of Management and Budget, ND Information Technology Department, and other partners while leading a talented team that keeps the agency running smoothly behind the scenes. This position is based in Bismarck, North Dakota, and requires in-office, on-site work during regular business hours. After a successful transition into the agency and role, there may be opportunities for remote or hybrid work arrangements.
Duties and Tasks
Leadership & Team Development • Lead with courage and belief. Inspire a culture grounded in curiosity, continuous learning, and disciplined innovation. Encourage calculated, ethical risk-taking that advances the agency’s mission while fostering individual and team growth. • Championing a transparent, high-performing communication framework that enables bi-directional dialogue, drives informed decision-making, and reinforces accountability through disciplined execution. • Establish and sustain a transparent, high-impact communication environment categorized by clarity, consistency, and bi-directional engagement enabling meaningful input, rigorous analysis, sound decision-making, and accountable execution at every level. • Act as a strategic integrator and enterprise translator aligning people, priorities, and resources to eliminate silos, accelerate execution, and reinforce organizational clarity by consistently articulating the strategic intent behind decisions and direction. • Provide enterprise leadership for a six-member team overseeing finance, operations, procurement, human resources, professional development, and administration. • Lead and manage the full performance management cycle design, goal setting, development planning, and evaluation to ensure accountability, build capability, and drive results.
Financial & Business Operations • Provide direct oversight of all financial operations, including budget administration, accounts payable and receivable, payroll, and audit coordination. • Ensure full compliance with applicable statutes (i.e. legislative requirements), state code, and federal regulatory requirements. • Oversee expenditure review processes to ensure accurate coding, proper categorization, and alignment with legislative appropriations. • Strategically manage diversified funding streams, including state and federal sources, to ensure fiscal stability and responsible allocation. • Lead biennial financial closeout to ensure full utilization of appropriations while preventing deficit conditions. • Oversee procurement and merchandising operations in accordance with state purchasing laws and internal controls. • Strengthen commercial and retail operations to improve revenue performance, operational efficiency, and financial return.
Human Resources • Provide oversight of the Agency’s Human Resources function, including professional development, while empowering the HR Manager with operational authority. • Partner with the HR Manager to set and advance strategic HR priorities aligned with agency-wide leadership objectives. • Reinforce HR governance by directing managers to Human Resources for policy guidance, interpretation, and implementation. • Champion consistency, compliance, and accountability by supporting HR led training, communication, and workforce initiatives across the organization.
Support Services • Support the Director in advancing legislative initiatives before the North Dakota Legislative Assembly, contributing to strategy, fiscal analysis, and implementation planning. • Interpret financial legislation and translate changes into clear operational direction and internal controls. • Collaborate with executive leadership to streamline administrative processes, strengthen internal systems, and improve organizational efficiency. • Serve as the agency’s liaison to the North Dakota Office of Management and Budget and the North Dakota Information Technology Department, ensuring fiscal, technology, and policy alignment.
Minimum Qualifications
• Bachelor’s degree in business administration, Finance, Accounting, Public Administration, or a related field (or 4 years equivalent professional experience in lieu of degree) • 3+ years leading multi-functional teams in complex operational, finance, or government environments. • Led performance management cycles for teams, including goal setting, professional development, and evaluation. • Strong experience of financial operations, including large budgets, financial reporting, accounts payable/receivable, payroll, audit coordination, and multi-stream funding. • Proven ability to implement changes, regulations, and policies across organizational operations. • Strong executive communication skills with experience building collaborative, accountable teams across departments. • Experience overseeing HR functions, training programs, and workforce initiatives at an enterprise level. • Ability to work in office in Bismarck ND.
Preferred Qualifications
• Experience leading and managing government finance and accounting operations, including direct oversight of the [insert official name] budget system and the People Soft financial management system. • Experience preparing for and supporting audits. • Background in leading large or diverse teams in structured, compliance-driven or regulated environments. • Demonstrated success improving efficiency, controlling costs, and strengthening financial oversight. • Experience in a commercial or retail setting. • Experience managing state and/or federal funding streams.
